The Work Plan for the "Double Hundred Action Plan" of State owned Enterprise Reform clearly states that the main goal of the "Double Hundred Action Plan" is "five breakthroughs and one persistence", which means achieving breakthroughs in mixed ownership reform, corporate governance structure, market-oriented operation mechanism, incentive mechanism, and historical legacy issues, while adhering to the leadership of the Party.
